A Federal Firearms License (FFL) allows an individual or a company to manufacture or import firearms and ammunition, or engage in interstate and intrastate firearms sales. The Federal Firearms License was required under the Gun Control Act of 1968, which was largely a response to the Detroit Race Riots and the assasinations of Martin Luther King Jr. and President John F. Kennedy.

Missouri doesn't require firearms dealers to obtain a state license, so the Federal Firearms License requirement provides the only record of firearms dealers in the state. Federal dealer licenses are in high demand because a dealer can purchase unlimited quantities of firearms through the mail, at wholesale prices, without being subject to background checks or any state or local waiting periods. This map shows the number of federal firearms licenses issued in each Missouri ZIP code. License holders can be individuals or businesses, and some license holders may have more than one kind of firearms license.
